New Delhi: The Government of India has revised the passport fee structure through an amendment to the Passports Rules, 1980, increasing the application fee for an ordinary fresh passport containing 36 pages from ₹1,500 to ₹2,500.
The new rules will come into force on July 1, 2026.
According to a notification dated June 20, 2026, and published by the Ministry of External Affairs (MEA) on Thursday, the fee for an ordinary fresh passport or reissue of a 36-page passport under the normal category will be ₹2,500, while the Tatkal fee for the same category will be ₹5,000.
At present, the application fee for an ordinary fresh passport or reissue of a 36-page passport is ₹1,500, while the Tatkal fee is ₹3,500.
Similarly, the application fee for an ordinary fresh passport or reissue of a 60-page passport has been increased from ₹2,000 to ₹3,500. The revised Tatkal fee for the same category will be ₹6,000, up from ₹4,000.
For an ordinary passport issued in lieu of a lost or damaged 36-page passport, the normal fee has been revised from ₹3,000 to ₹5,000, while the Tatkal fee has been increased from ₹5,000 to ₹7,500.
For a lost or damaged 60-page passport, the new normal fee will be ₹6,000, up from ₹3,500, while the Tatkal fee will be ₹8,500, compared with ₹5,500 earlier.
The notification said that passports issued to applicants aged 18 years and above, as well as minors aged between 15 and 18 years who apply under the adult category, will have a validity of up to 10 years.
Discount for fresh applications
It also announced a 10 per cent discount on passport fees for fresh applications only (not for re-issue) submitted by minors up to eight years of age and senior citizens above 60 years.
The notification, issued in the name of B S Mubarak, Joint Secretary and Chief Passport Officer, MEA, stated:
“In exercise of the powers conferred by Section 24 of the Passports Act, 1967 (15 of 1967), the Central Government hereby makes the following rules further to amend the Passports Rules, 1980, namely: (1) These rules may be called the Passports (Amendment) Rules, 2026. (2) They shall come into force with effect from the 1st day of July, 2026.”
The government has also issued a revised Schedule IV to the Passports Rules, 1980.
The revised schedule mentions two sub-categories -- for applicants (18 years of age and above/minors aged between 15 to 18 years, if applied under this category); and minor applicants (below 18 years of age).
Fee for minor applicants
For minors below 18 years of age, the fee for an ordinary fresh passport or reissue of a 36-page passport will be ₹1,750 under the normal category and ₹4,250 under Tatkal.
For a passport issued in lieu of a lost or damaged 36-page passport, the normal fee will be ₹4,250, while the Tatkal fee will be ₹6,750.
The validity of passports issued under this category will be five years or until the applicant attains the age of 18 years, whichever is earlier.
Under the existing rules, the fee for a 36-page passport for minors below 18 years of age is ₹1,000 under the normal category and ₹3,000 under Tatkal.
The Passport Rules, 1980, were last amended through a notification dated February 24, 2025.
